Worksafe New Zealand’s new Good Practice Guidelines for Working in Mines and Quarries clarifies some confusion arising from the Health & Safety in Employment Regulations 1995.
There is a common misconception within these industries that all practical steps must be undertaken to prevent a fall from occurring, only if the fall would be from a height of over 3 Metres. In fact the regulations require action is taken where harm could result from a fall from any height.
If the hazard cannot be eliminated the requirement is to isolate the hazard using work platforms, scaffolds, guardrail systems, elevated work platforms, scaffolds or mobile scaffolds. If the hazard cannot be isolated in this way, the risk from harm must be minimised using safety harnesses or other types of fall restraint or fall arrest systems.
